If I use a flow like this, where I create an envelope, add recipients with a signing order (1 then 2), and send the envelope, the user receives no email notification from DocuSign. However, it's visible from within the DocuSign website in the user's inbox.
When doing the exact same set up but with a single recipient/signer instead of two, the email notification from DocuSign is received.
