Create a Duplicate Item

How do I create a flow to create a duplicate item in my list?  I've tried From a selected Item > Get Item > Create Item but it's not working.  Additionally, when I try to run the flow I get, for both Manually and Automatically an error 'This flow cannot be triggered for testing'.  I assume this is a permissions issue but not sure how to fix.

    is your flow in Solution if not try adding it. Such teiggers require flow to be solution aware
