Just wondering if it is possible, even with a workaround, to import copies of a solution into the same environment?

I have sites for my projects, with identical templates of lists.

I would like to build a solution with a Power App for data entry, and Power Automate to manage the flow of data around the lists, and to trigger email alerts. Since Power Apps cannot dynamically link to each of these lists, I thought solutions with environment variables might be an option.

This seems only to be the case if each project was in a separate environment, not just a site. Am I unable to progress here, or is there a work around to add copies of Power Apps in easily?
