Flow to send email to a person listed in a sharepoint list once the "completed" column is modified

Hello, I'm looking for help in creating a flow that will notify a user via email once a sharepoint list is updated. e.g. there is column we mark as completed. Once that line item is marked or modified to completed we would like an email to be sent to the person listed in the "user submitted" column of same line item. Note: the list is currently updated using a flow from submitting Microsoft forms.

    Use a when an item or file is modified trigger

    Then use a Get Changes for an item or File action

    Then have a condition that checks the output of the Get Changes action - that will tell you if the column that indicates the item is complete has change and that the value is currently marked as complete, send the email.

    For the condition i have selected "has column changed: completed" and is equal to yes. which is one of our 2 choices for completed in the list. yes or no. is this correct?

    everything works when I run a test in power automate. It says it ran successfully. but, when I use a test user and try it. Nothing happens.
