Add attachment failed

Hi,

I am creating a flow so that when an attachment is added to a sharepoint list it archives the item and attachment to another sharepoint list and then deletes the original item. Unfortunately when the flow is running i am seeing an error:

It is failing on add attachment step:

I'm having this same error for SOME attachments, but not others. So apparently, I am selecting ID correctly (from my Create Item" action).

Any other ideas what might be causing this?
