What fixed it: P/Automate Add-in was installed but had been turned off. No clue how. But once we turned it back on it started working correctly.
This suddenly started happening on an otherwise-working PAD flow. But only for my user. It ran fine for me.
Found a great troubleshooting guide:
Before we got into uninstalling/reinstalling, and registry checks... I decided to compare his/my settings on Chrome:
Under Privacy/Sec, Cookies and other sites -- make sure we have the same 'allowed/trusted' sites.
Check Add-Ins -- my intent was to turn it off, clear cache, reboot, turn it back on and retry.
We're still not sure how his add-in got turned off but lesson learned -- don't assume. CHECK.
