We have 2 power apps which are not part of any solution. One App is connected to SharePoint Dev Sites and lists while the the App is connected to the PROD Sites and lists, both sites (Dev & PROD) have the same settings and lists.. now we made some changes to the Dev app, and we want to transfer the changes to the PROD app .. now the 2 apps share the same settings and formals,, the only differences is that they are connected to different SharePoint lists (Dev 7 PROD) .. so is there a way to do such a transfer? now i do not want to import/export the Dev app as i want to keep using the current PROD app url.. can anyone advice?

Overwrite the existing app with an import by using Update during the import process - it will allow you to choose the App to update - this will not change the URL.
If you have any doubts, create a blank app in prod, note the URL, then overwrite it using export/import and check the URL afterwards to confirm it remained the same.
After import you'll need to update the datasources in the prod App to point to prod - then when all ready, use publish from the editor to push the changes to Live
