Below are some files in a SharePoint location.
My requirement is when a user selects Incident from Combo Box, then Audit Input Data Incident.xlsx should get downloaded at user end and so on.

Power automate cloud version has an action which helps to connect to local folder and performs some actions, see the below link for more details

You can copy, delete operations and all in local folder reffered in above link
So utilising the actions from sharepoint + above file actions for local folder would definetly helps to achive your purpose.
