What is the action limit per flow ?

Hi all, I am creating a flow and in this particular flow there are multiple scenarios meaning more conditions and actions. I am on a Power automate for office & power automate free plan. How many actions can I have overall in my flow ?

The number of actions per flow is limited to 500. If you require more actions, you can consider creating a child flow to mitigate this limitation. How is this calculated?

Allowed nesting depth for actions 8

i am getting message ‘too many actions’ when editing the flow with new AI. Definitely not getting above 500 steps in a single flow and thinking I might get beyond this nested.

i use following
20 initialize variables
2 control-if blocks
20 scope blocks
and 1 apply to each

not sure if the message relates to actual flow steps or exceeding 40k/24 hrs
