"Copy File" Fails to copy a file to a folder created earlier in the flow

I have a flow that is triggered by a MS Form submission.  Data from the form submission is used to create a SP folder structure (e.g., Response 1/Response 2/Response 3).  I have a subsequent step in the flow to copy a file from an existing SP site to one of the newly created folders.  Copilot indicates that my flow is set up correctly, but it keeps failing with the error below.
I tried introducing a 10sec delay to be sure that the folder was indeed created prior to the file being copied over but I got the same error.
 
I have included screenshots of the flow.  The folder which I am copying the file into is the "Create Change Folder" function.
 
Assistance to resolve this bug would be greatly appreciated.  Thank you.

    Is the file you are adding a row too, the same file you want to move or is it another one?
     
    If it's the same one, you delay would need to be more like 3-10 minutes, not seconds.
     
    Also, what I would suggest is, go into the flow run. It should have the Url that it is trying to use to get the file.
    Please go there and look at the Raw inputs and outputs and verify that you are in fact putting the correct url location/path etc

    Thank you, Michael, for your assistance with this issue.
     
    The file that I am copying is a MS Word file which I have stored in a standard folder on the same SP site on which I am creating the new folder.  The excel file that is being updated is not the file which I am copying.
     
    I tried introducing a 5 min delay (just to be sure that is not the issue) and I encountered the same problem.
     
    The error message I am getting is that it can not locate/verify the existence of the destination location that was created earlier in the flow:
     
    Action 'Copy_file' failed: Failed to verify the existence of destination location at 'https://astellaspharmanam.sharepoint.com/sites/mst9900006748/136152' due to error 'The system cannot find the file specified.     I checked the raw inputs of the "Create Change Folder" action (screenshot below) and the destination folder is "136119".  Is this correct?  Is there a way to manually obtain the path to the folder that is created and enter instead of using the dynamic content "ID"?

    It may be better to queue these types of processes.
    A table maintains a list of what file has to be copied to what folder.
    A flow checks if the folder first exists and copies the file if not queue it for copying and create the folder.
