How to move desktop flow from one environment to another environment?

I have created a desktop flow inside environment "A" , i need to move this flow to environment "B". i have tried to export flow with a cloud flow and import the cloud flow to environment "B" but that does not works 
 
Error
The desktop flow with id '4663e44d-13aa-4d1e-88b10-34007f9674f9' could not be found.
 
can anyone know how to move the flow from one environment to another?
