Is it possible to trigger an automated flow to run a script in (web) Excel when a cell in a specific range is modified?
My desire is that if any cell in column L on any page is modified, it will run a script automatically.

There is no Power Automate trigger that will fire only when a cell in a specific column is modified. You might think about using a SharePoint list rather than Excel because you can determine if a specific SharePoint column was modified. Obviously, I don't know if a SharePoint list is a practical solution for you....
There is also now this template which can run set actions whenever an Excel table row is added, edited, or deleted. And there is a way to limit it to only run for changes in set column(s)
