Why would attachment photo show up in app while editing, however, after publishing it doesn't show in actual app?

What is the data source for these photos and records? Is it SharePoint or something else?

The datasource is a SP List with attachments:
There are a couple potential explanations for why this could be occurring. Would any of the below apply?
I was able to recreate the issue on my end with a limited number of records and using the. First(ThisItem.Attachments).Value seem to display well as well as First(ThisItem.Attachments).AbsoluteUri .

First(ThisItem.Attachments).Value and First(ThisItem.Attachments).AbsoluteUri both work in the app when editing. It's when I publish the app that they are not showing up. Any ideas on this issue?
I'm not certain if the attachment exceeds the 5MB, but I know the SP List does not contain 2000 records.

It is hard to say however, the fact that none of the images are showing in the published app could be a result of data connection issues or potentially in your original screenshot you have a delegation warning which may be a factor. It seems like the delegation waring is due to the "Search" function. You could potentially try using a collection which would allow you to retain the formula but require you to change the source of the gallery. Note, this is just an idea I am not sure if the delegation warning is the end issue, as I am not able to recreate the images not appearing in a published app within my tenant.
