Create content type in Parent "Document"

I am not able to create a content type in the Parent "Document".  Each time I try this it always creates it in the Parent "Item".  Any ideas on what I am doing wrong?

After running the flow, it successfully completes but it creates the Content Type in the Item parent instead of the Document.

    This is a complete guess, but try the string "0x010100" for the StringValue.

     

    I'm getting this idea from the

    Hi thank you for your suggestion. I tried 0x010100 for the string value but still it was created as an Item instead of a document parent.
