I've created the flow scene in the screenshots, but I want to edit it to where it excludes certain emails in the contact emails list seen in the excel sheet.
When I tried to do it did not work and it sent multiple emails to both addresses. This did not happen with the current workflow (seen in the screenshot).
Neither of the screen shots illustrate the issue you describe. Please show in your workflow where you are doing the exclusion of the e-mails and how the actions are configured and not just the action icon. That doesn't show us what you're doing.
