sending Multiple attachments to Azure devops not working

I have created power automate flow that creates item in Azure with attachments when email arrives to a shared mailbox. Items are created with attachments successfully, however 1st attachment opens correctly but 2nd attachment does not open with content. If I send only 2nd attachment, it opens correctly.
