I have Power platform environment without dataverse, infact we are using SQL. Now we are trying to move the apps created in dev to Test environment using Azure pipelines. Can we do it? If so, how do we add service connection created to the powerplatform environment as an application user. The challenge here is 'No dataverse'.

To the best of my knowledge using a Service user requires the existence of a Dataverse database. So in your case, no you can't do it without Dataverse.
