Decode the hexadecimal to binary

Hii, How to decode the Hexadecimal to binary number through power automate. Suppose We have one excel file having n number of items , after download that file getting the item inside file in this 49XXXX format so I want to decode and convert this actual number

So I want to decode download file and find duration .

 

How can we perform through automate.
