I think you can give a try with Microsoft Graph API

Or else other way would be to do a UI Automation

Sorry, the Microsoft Graph API is too advanced for me and I don't know how to use it in Power Automate.If you don't mind, could you tell me a little more about it?UI Automation doesn't seem to be able to download arbitrary files on SharePoint.
