Can you use a Power Apps application on iOS and Android devices? And if so, do the users need a Power Apps subscribtion in order to access the app?

    The PowerApps supports IOS and Android. You can refer to this about how to use apps on mobile phone. Install the Power Apps mobile app - Power Apps | Microsoft Learn

    If you want other users run the app, you can publish the app and share it to others. Share a canvas app with your organization - Power Apps | Microsoft Learn
