I too am having a version of this issue, this time with OneDrive for Business. My flow is intended to send an email with an attachment when a file is added to a specific OD4B folder. I've created two versions of the flow with different triggers. One, when a file is created and the other for when a file is modified.
Sometimes these flows work other times not. The "Modified" flow is more consistent, meaning it works once or twice a week, even though a new file is added daily.
Also the flow as a criteria: the file name contains "call_history". The files are all named call_history_m-dd-yyyy.csv.
Also the Send email action has some details.
But the flow fails at the Trigger. The error is either, "Http request failed: the timeout was reached." or a much more elaborate:
