I need a HubSpot connector for creating HubSpot Meeting Enagements when a new Event in Outlook 365 is created. Is it possible to develop my own connector?

It is possible to create your own custom connector. I find it easiest to do this by defining all of the actions within Postman and then importing the collection into Flow. The below documentation links should give you what you need to get started.
