Voice-enabled Agent Works in Published Channel but Not in Copilot Studio Test Pane

Hi everyone,

I'm building a voice-enabled agent in Copilot Studio and I'm having an issue with speech functionality.

The agent is configured to support voice interactions, but when I test it directly in the Copilot Studio authoring/test canvas, it only works through text and does not speak or expose voice capabilities. The agent behavior appears normal otherwise.

I'd like to understand:


  • Does Copilot Studio's built-in test pane support speech input/output for voice-enabled agents?

  • Are there additional settings required to enable text-to-speech (TTS) within the Studio testing experience?

  • Is voice functionality only available after publishing to specific channels (for example, Custom Website, Teams, Omnichannel, or Voice)?

  • Are there known limitations for testing conversational voice agents directly from Copilot Studio?

  •  

For context:


  • Agent is configured for voice interactions.

  • No errors are shown in Copilot Studio.

  • Conversation works correctly via text.

  • The issue is specifically that the agent does not speak when tested inside Studio.

  •  

Has anyone encountered this before, or can confirm whether this is expected behavior?

    Hello @JB-08091901-0 - This depends on whether you're using Basic Voice or Real-time Voice.
     
    For a Basic Voice agent, this is expected behavior. Copilot Studio's test pane doesn't support actual speech recognition/input. You can switch the test panel to Chat mode → Speech & DTMF, but the voice interaction is simulated through text and the agent's speech response is also shown as text.
     
    If you're using the newer Real-time Voice experience, actual voice testing is supported in the test panel through Speech & DTMF (Preview), where you can use the microphone and hear the agent's response.
     
    So can you confirm whether your agent is configured for Basic Voice or Real-time Voice.

    The lack of spoken output in the Copilot Studio authoring test pane is expected for Basic voice agents. The Basic voice test experience is designed to simulate speech input using text and display the generated speech response as text; it does not perform actual speech recognition or spoken playback. Actual voice behavior should therefore be validated through the appropriate voice/telephony channel. Real-time voice agents are different and support live microphone and spoken-response testing directly in Copilot Studio through the Speech & DTMF test mode.

    Yes, what you're seeing is expected, and it doesn't necessarily indicate a problem with the agent.

    For basic voice-enabled agents, the Copilot Studio test pane can simulate voice behavior, but it doesn't provide a full speech-in/speech-out experience.

    In the test panel, go to:

     → Chat mode → Speech & DTMF

    This lets you test voice-specific behavior, but Microsoft's current documentation notes that speech recognition isn't supported in the test chat. The agent's speech response is displayed as text instead.

    So there are effectively two different things to test:

    • Conversation/logic → Test pane is fine.
    • Actual microphone input and spoken TTS output → Test through the appropriate published voice channel.

    Also, enabling Enable voice in the agent doesn't itself configure a voice channel. Microsoft specifically notes that the voice setting enables voice authoring capabilities; for a fully voice-enabled experience, the appropriate voice/telephony channel must also be configured.

    One important distinction: if you're using the newer real-time voice agent experience, Microsoft now provides a different voice testing experience where you can actually speak to the agent and hear its responses. That test mode is separate from the basic voice-agent test experience.
