Error 403 Unauthorized request no active license found - WDATP Trigger to Teams Channel Post Message

I'm trying to troubleshoot a flow that will send a notification to a teams channel when an email has been quarantined.

I found that I could use a WDATP trigger, then add action to connect with teams and send message to the channel. I created the flow successfully, but i get this error: "Unauthorized request - No active license found" -- as far as i can tell, i have the right power automate plan, is it just the trigger perhaps thats messed up or is it a licensing issue.


I have Power Automate Per User Plan, Business Basic, and Power Automate Free -- isn't the Power Automate Per User Plan sufficient or do I need another or upgraded?

Assuming I set this flow up and do the flow checker and I don't get an error anymore, how could I test it, i'd have to make an email get quarantined to see if it works and right now, who knows when an email will be quarantined, and I'm not sure how I would do that, or is there a way to move an email to quarantine manually.
