Preview issues

General Issue: Within the Preview of my power pages, the site is not represented whatsoever. The changes I see visually within the Designer doesn't reflect whatsoever in the preview.
 
My previous resolution: Within the Dev environment (Before I created the pipeline) the preview worked, and the designer reflected that.

Potential Problem: Language dependencies. (I am dependent on both English and Dutch for my Power Page setup). Dutch is not within my sandbox environment. I needed Dutch since I added a Toggle within my site in power pages in Dev. When looking at my languages in the power pages Management Hub in Sandbox. It states only English meaning I didn't install Dutch in Sandbox. Thus that is what I am doing now, installing it through the Admin.PowerPlatforms etc.

Tried approaches I did originally before thinking of the above Potential problem: 
     - Restarted Site
     - Ctrl + F5 (MULTIPLE TIMES)
     - Removed Cache via https://website/_services/about (MULTIPLE TIMES)
     - Deactivated/Reactivated Site (MULTIPLE TIMES)
     -  Synced (MULTIPLE TIMES)
 
Question: Is my thought process correct? In order for power pages in sandbox to work I need Dutch since it was in dev it should be in sandbox as well. If it's not then in the preview it would only showcase a blank home screen and other blank pages that does not reflect what I see in the designer.

Note: Language is currently installing on Sandbox, roughly for me in my environment it takes a day. I just want to confirm I am thinking correctly about everything before I keep digging myself into a bigger hole about this whole problem in general.

    For multi-language sites, your target environment needs the respective Language Pack installed in Dataverse before moving your Solutions into the environment. 
     
    The data that is applied for Languages comes from 2 places
    • Dataverse: this includes standard translations for dataverse form fields, columns, view names, messages etc. These are standard language translations and if you created a Model Driven App you would also have these translations - they are typically around standard dataverse objects like tables, columns, forms etc etc - think of these as more structural. These translations are the base usage in your Power Pages.
    • Power Pages: certain items in Power Pages have the ability to have additional translation applied, and can include a range of objects such as form Metadata, Basic Forms, Multi Step Form steps, Lists (and their options), Content Snippets amongst others. Many of the objects in Power Pages are stored as dataverse records, and so are actually data (and not a dataverse structural element). The exposed translations are tied to the languages defined against the site (but for this to be setup correctly the environment language pack needs to be installed prior to moving you updates accross)
     
    When you move your Power Pages solution, if it cannot find the installed language in the target environment it drops the translation for languages that are not installed.
     
    First step is to make sure you have installed the respective language packs in the Environment
     
    Second step is to reinstall/move your solutions (dataverse/power pages) into the target environment after the language pack has successfully installed.

    @Fubar Ya thank you so much! I just confirmed it right now. I installed the language that wasn't in the sandbox environment and everything worked perfectly! I will be noting this down within my documentation for future reference.
