By using Power Automate, is there a way to capture the time and date of when each response was completed on Microsoft forms?

You do not need to do anything. It is already included by default in the response. When using the Get response details action, it is included in this value:

Thank you for your reply. I am looking for the date and time each question was answered, rather than the form as a whole

There is nothing in MS Forms that I know of that returns the date/time for each question.
