Where can I set validation rules for data sources?

PowerApps will apply whatever validation rules that you define at the data source. Say you have a SQL Server data source and that you define a max length on a column. If you add a form based on this table, PowerApps will add 'error' labels to the cards and it will enforce this rule when a user attempts to save the record. The same thing applies to SharePoint lists.
There is no mechanism within PowerApps for applying validation rules in PowerApps at the data source level. The other day, @iAm_ManCat posted a method for applying validation at the screen level.

Fixed this issue using Plugins to define rules when any transactions happens in an entity.
