http response to postback url 401 error

A flow to receive http response has been set up and the post back url sent to the vendor. The vendor keeps getting the following error:

2021-07-29 17:16:33 ERROR VcsHttpPostService:98: ClaimTransmission-002 51 DPS988 reject http: GeneralException while calling url Attempt 5 401 Unauthorized

When I post a sample xml to the same url via postman it works. Not clear why the vendor gets an error then.

Hello vpsp,

401 http unauthorized error status response code indicates that the request has not been applied because it lacks valid authentication credentials for the target resource.
Have you asked vender to try post request through Postman by themselves? Have you checked whether they have right permission to api end server?

They did try it using postman and it worked. The issue seems to be that the url generated by the http response trigger has ampersands in it and the vendors system is unable to handle the ampersands. I do not have resolution yet, but we know what the cause is now. Thanks.
