Need guidance on multiplexing and running integrations with Flow/logic apps. Does every user now need a license if flow is running on their behalf?

You may find some things in these posts helpful:

If you use a Logic App on a consumption plan and your destination database isn’t on a per-license model, I think you should be okay without licensing all your end users.

It only gets more tricky if you want to use premium actions with a Power App or anything else where Logic Apps may not have a direct connector.

Yes, all users interacting with a premium flow require a premium license.
Take a look at the Power Automate license section within the Licensing Guide: "Summary view of Power Automate offers use rights"

So if they used a Logic App on a consumption plan, it would be basically the same as a per-flow plan, correct?

Hi @takolota , can you explain your thoughts further? I want to make sure I answer the question correctly. Thank you!

Sorry, I had to update the 2nd picture, I posted the wrong one.

This is the one I meant to post that says the end-user premium licenses would not be required on a per-flow plan.

I’m asking, does per-flow plan licensing work the same for consumption-based Logic Apps since those are also not licensed on a per-user basis?

If the flow has a per flow license, none of the users using the flow need a separate premium per user license. In Logic Apps, you pay for every action (API call). A flow can run multiple times and each run can create multiple actions. In Power Automate, you are paying for the flow, so irrespective of number of runs/actions (under service protection limit), you have one charge/month. But in Logic Apps, you pay for each action so depending on the number of actions run in the month, you will see corresponding charges.

Great, so as long as you are good at making efficient flows, using trigger conditions, & avoiding many looping actions then the Logic Apps consumption plan will likely be much less expensive for any low to moderate frequency flows.
