Is there is easy maintainable and teachable solution to where every time a SharePoint list item is added/deleted/updated that it auto-refreshes a Power BI Dashboard (report)?

Yes, You can set your trigger to when a file is created or modified (Modified also shows when a file is deleted or updated) Though that could cause an endless loop if you are not careful). Then the action you need to carry out is to refresh
