Licencing for power automate flow with Forms, SharePoint and PDF documents

I want to create a form that individuals outside my organisation complete using Microsoft Forms. Once they are completed I want to trigger a flow to save the data to a specified SharePoint list (will depend upon answer in the form) and then e-mail the individual a pdf of their answers. I know I will need a premium connector to create the document but who does this need to be assigned to? Is it the person who creates the flow or the person who sends the links out for the form? As a business we can't afford to give all employees a licence for the premium connectors.

    You don't need a premium licence to create pdf. There are ways you can achieve this.
