Power Automate Flow to turn on disabled flows

I am fairly new to power automate. I was tasked almost a year ago to create a (mostly) automated list. The list works fine, but now, we want the flow to be fully automated. 

I know about the 90-day rule, where after 90 days of a flow not being used, then the flow will automatically turn off. Since the list doesn't get used super often, we have been running into this issue. Looking through the forms, I have created a flow that looks through the other flows and turns on any that are turned off. 

The issue is, it isn't working. When the flow is in my cloud flows, it works with other cloud flows. I am sharing the flows with my team, so the flows are under "Shared with me." I am not sure how to bypass this issue. Do I have to make the flow specifically look at the ones that are shared with me, or do I have to connect the other flows into it? If so, how?
