Send emails when an Excel cell is modified to certain value

Hi, 
 
Could you please help with the following goal?
 
Trigger: when an Excel cell is modified to "send"
Flow: automatically sending out an email based on an email address from the same row, and update that "send" value to "sent"
 
I kinda have this work but the flow always sends two same emails and can't change the "send" to a "sent" (an error says "sent" already exists)

    Can you post screenshots of your flow?  Especially the trigger and the error message?

    Thank you for helping. My trial table looks like this:
     
    My steps are:
     
    1. trigger conditions: @equals(triggerOutputs()?['body/ID'], 139)
    2. list rows where cvstatus eq 'send'
    3. compose to check length of the output of (2) for error checking
    4. send email to each email ID listed in column C where "send" lies on column A
    5. update all rows with "send" to "sent"
     
    I sorted out the error message myself but now I got multiple emails for one edit operation. for example, there are two "send" in column A, but the flow sent out 8 emails.:

    I added a condition step to check for "sent" (this might be considered duplicate because I had applied filter query at the step "list rows" to limit the result of only "sent" rows). I even further re-ordered the flow to make the row updating step (from "send" to "sent" ) happen prior to sending an email, which reduced the email count a little bit. However, I still got 2 emails sent:
     
     
    Strange is, I only made one edit (directly clicked the cell and type, then click enter in the cell), turning a "sent" back to "send" so as to trigger the flow, but the flow was triggered 3 times, with the first 2 times actually sending out emails (where my compose check did show "1" row return) with the last email not sending an email. This is strange, in that I made the one edit, and the cell should be converted from "send" to "sent" already in the first trigger, why would the flow keep firing for another 2 times, and even sent out the second email?
