I'm wondering if copilot could provide additional related information that they may not ask specifically, for example, people ask the bot for a health and safety policy for their area and the bot also provide a risk and hazard matrix / list as it is related content.
Seems possible, but you might have to pre-define what's considered "related content".

You can orchestrate conversation flow in such a way that it can consider related content.
see the below example, I am defining "risk and hazard matrix" as synonyms of "health and safety"
