Approval taking too long - with or without attachment

I've got a flow that needs to send an approval with or without an attachment. I got it to work with the attachment, but the branch without the attachment is "running" for too long...and I haven't seen an end at this point (there's probably a timeout?). Any idea what is causing this, and how to fix it?

Why do have the approval action in a loop?

Things weren't working when they weren't in a loop, so I was playing around. I took the approval process out of the loop, and now I'm getting an error with the Parse Json, "The execution of template action 'Apply_to_each_3' failed: the result of the evaluation of 'foreach' expression '@body('Parse_JSON')' is of type 'Null'. The result must be a valid array."

Any help would be great!!
