Dynamic Content not loading - trying to add responder's email to 'TO' section of 'Send an Email'

Hiya,
 
I'm trying to send an email back to a form responder, if their form response gets approved. While I can populate the subject, the email body etc with dynamic content, I can't add dynamic content to the 'TO' section. Can anyone help please?
