Using A Flow Template

I would like to use the "Request approval (everyone must approve) for a selected item" flow template but I cannot find it in our template list.  Do we have to buy this template?

    @cspurlock Did you ever figure out why this template isn't accessible for you? I'm having the same problem.

    I have not found an answer for this problem.  I was looking at this today and noticed something.  I work for a city government and the url for power automate is https://gov.flow.microsoft.us.  I cannot find the template from the government url.  If I go to https://us.flow/microsoft.com and use my personal outlook.com account, I can find the template.  I can't use it though because I don't have Sharepoint with my personal account and the template uses the Sharepoint connector.
