I would like to do a mail merge in which I am generating letters in DOCX or PDF format. However, the data source is an Excel file with about 20 000 records.
Can Power Automate handle such a large Excel? I've read somethings about a limitation of 250 records with the List Rows action.

I wouldn't recommend this at all because there are so many things you would have to consider including mailbox limits, api connection limits and the number of batches you would have to do to get through 20K rows, plus many other things....
For now, yes the limit is 256 I think, but if you click on the 3 dots in the List rows excel action you can increase pagination:
- to 5000 in an automated/scheduled flow.
- you may be able to increase it to 10K or 20K if it's a manually started flow (not 100% sure on this one)
