As the Administrator can I have access to the apps that other users create, even if they don't share them with me (in any environment)?
As an administrator you can make yourself a co-owner of any app in any environment in the Power Apps admin center. But you would also need access to whatever data source they are using to run the app. Permissions for that are dependent on the data source.
