
We're currently using Flow with the licensing included with our O365 E3 tenant - no P1 or P2 Flow licenses.
I'm looking at the new Flow approval with custom responses, which I believe requires a P1 or P2 license (and will require one of the new upgraded licenses once the licensing changes take effect).
I understand that the person creating the Flow would need the upgraded Flow license if the approval with custom responses is used, but does everyone who RESPONDS to the approval with custom responses also need the upgraded Flow license? And, if that is the case, what happens if that person decides to reassign the approval to someone else - does that person ALSO need an upgraded license?
I'm trying to get a good understanding of the licensing needed to use the approval with custom responses so we can decide how much it would cost us in licensing to take advantage of it.

The new Flow licnese will remove the complications involving P1 and P2
for custom responses currently you need P1
The new license, once it takes effect will only be a premium license
And that would be required
based on my understanding, only the person creating the Flow needs the P1 license
There is a PowerApps and Flow Licensing Updates Q&A call on Sept 12 where more details would be announced around the new licenses
