
Everything seemed to be going as expected, I chose accounts to share each of my flows with to make others the co-owners. The accounts were both individual accounts as well as shared service accounts/mailboxes. The flows moved from the "My flows" tab to the "Shared with me tab" and were all listed there.
I went to one of the notifications in one of the shared mailboxes where it said that the account had been added to a flow. I clicked "View flow" from the email message and the flow was no longer there.

Based on that error, it looks like you guys hit your API limit - is there something looping in it? Does it run a lot?
From Microsoft's page about limits and allocations, "Microsoft reserves the right to enforce limits for overages. If a customer encounters high usage enforcement, they can expect some form of throttling"
The other issue (aside from this) could be that they've started terminating your account / removing the licenses. If possible, and if you're able to let them know beforehand, I'd recommend getting them to set-up a service account to share the workflows with (and be required for all workflows) so this kind of thing doesn't happen to them.
