I want to use File System Connector for on-premises File.
Azure Logic Apps seems to have File System Connector With On-Premises Data Gateway.

Now, I cannot find File System trigger/action in my Microsoft Flow environments.

What I understood is not all the features are not available for flows compared to Azure logic apps. In flow there is a FTP template available, is that meets your requirement?

FTP Connector is nice for some cases.

I agree with abm. Since the FTP is not suitable for you, you might need to post your idea in the flow idea forum now.
