Need Help On Power Automate on Microsoft 365 Licenses

Hi Guys. 

I have noticed that most of the Microsoft Licenses stated that it will include "limited use right" of Power Automate & Power Apps. But what exactly is the limitation compare to power platform's own subscription plan?
