Because of 'reasons', a unit doesn't want to use Teams as part of an approval process (don't ask).

Using adaptive cards in Outlook is an option, but can the flow be paused to wait for a response from "send email" or do I have to split the flow in to two parts, the first ending on the "send email" and then a second triggered on the http action POST from the adaptive card?
