Getting an ICS file sent as attachment with Send Mail V2 to open as draft appointment in Outlook

Created the file. I want the user to double-click it, review it, and send it. When double-clicked, Outlook asks to open new calendar. GenAI goes down a rabbit hole that I don't trust. Has anyone gotten this to work? Here's ICS content:
