403 Error on Excel Connections List Rows Present in a Table

I’m getting a consistent 403 Forbidden when using Excel Online (Business) List rows present in a table against an Excel file stored in OneDrive for Business (My files). The action fails while trying to load/resolve values (Location/File/Table) and/or at runtime with an error like “Error from token exchange: Permission denied due to missing connection ACL”. I created the flow myself (not shared, not in a shared run-only setup), I’m signed in with the correct work account, and I’ve already tried the usual fixes: recreating the Excel/OneDrive connections, deleting and re-adding the action, rebuilding the flow, testing in incognito/another browser, and confirming it still fails on normal Wi-Fi (so it’s not hotspot/network related). Despite all of this, Power Automate still returns the same 403 “missing connection ACL” token exchange error when attempting to access the OneDrive Excel file. How do I troubleshoot this?

    Hi,
     
    The flow is having permission issues accessing the Excel file in OneDrive for Business.
     
    First, double-check that your account has the correct permissions on the file (it’s not restricted or private).
    You might also want to ensure that the 1 Excel file you're facing error or all .
    Try creating a new connection to OneDrive for Business and ensuring it's linked to the correct environment.
    If the issue persists, consider testing the flow with a different Excel file to rule out file-specific issues.

    Note: Try once with older version of flow

    Hi,

    I may have found the cause of the permission error. When I create a flow inside Power Automate and I do not save it at all, The Excel connector works fine but once I save it, the connector does not work.
     
    How do I troubleshoot this?

    In my case creating new flow worked. Earlier i tried to Copy flow and then i throws error with ACL

    Hi,
     
    I had the same problem and tried checking all the connections and permissions without success.
     
    I switched to the old desing were I was able to load values for (Location/File/Table), completed the rest of the steps and saved it. When I switched back to the new version, all the values were present and loaded correctly if I wanted to modify them.
