Adobe Merge PDFs from an array failing "corrupt file"

Hello - seeking help on a Power Automate flow that is erroring at the Adobe Merge PDF step!
 
Issue: The Adobe Merge PDF step errors in my tests, giving error message, "The input file appears to be corrupted and cannot be processed.; requestId=9161eac9-6bcf-4393-9df0-bda88acff34c" (full error message outputs attached)
Background on entire flow: This flow is taking  a direct download URL link from email, uploading the file to OneDrive, then taking the files from OneDrive and puts them into an array. The flow then merges the files in the array into one PDF to be emailed.
 
Troubleshooting already performed:
  • I have checked that the content type is application/pdf
  • The pdf files are not empty and I confirmed that I can open them directly from the OneDrive folder location without issues
  • The file names end in .pdf
  • The file content is in base64 format 
Flow steps with error:  (Merge PDF step has error, showing the preceding step with the array variable as well)
