Is the Power BI app only for builders and/or is there an option for viewers/managers?

Forgive if this is too simple a question.. We currently direct our managers who want to view content to go to the web portal, but I am being asked if there a Power BI app specifically for viewing reports.

    The Power BI webapp (you can share the reports directly from there) is the go-to for consumption of reports by non-designers.
