    The EnforcementUsageCredits error indicates that your Power Platform environment has no AI usage credits available, not that your personal Premium license is invalid. Contact your Power Platform administrator to check the tenant's AI credit capacity and allocation. If your organization has exhausted its credits, you'll need additional AI capacity (such as AI Builder capacity or Microsoft AI credits, depending on the feature) before AI-powered capabilities can be used again. If you believe your tenant should have available credits, open a Microsoft Support ticket, as they can verify the AI credit entitlement and enforcement status for your tenant.

    The error message brings out your environment has run out of the required Copilot or AI Builder credits needed to execute AI-powered features in Copilot Studio or Power Automate.
     
    1. Let's check the balance first - M365 adimin center or PP Admin center-->Check/Review Copilot or AI Builder usage and remaining balance.
    2. If balance isn's sufficient - please go and purchase credit capacity through MS licensing provider or MS 365 admin portal. Allocate credits  to the respective environment where AI agent runs.
    3. Please note that - need to assign credit to correct environment - credits are envrionment specific.
    4. If you see/observer/experience - credits are exhausting quickly - please go for review your agent or automation design to reduce unnecessary AI calls.

    Your personal Premium license doesn't include Copilot Credits automatically those are separate capacity that needs to be allocated to your environment.
    Quick way to check and fix:

    1. PPAC > your environment > Resources > Copilot Credits
    2. Check the allocated amount and current consumption
    3. If zero is allocated or consumption has hit the limit, an admin needs to either allocate more credits to the environment or enable PAYG billing for the environment
    For PAYG: PPAC > Billing > Pay-as-you-go > link an Azure subscription to your environment. This removes the hard credit limit and bills actual usage instead.
    If your tenant has Copilot Credits purchased but they're not allocated to your environment, that's the admin fix  credits are tenant-wide but must be explicitly assigned per environment.

    Hi @MK-16070644-0, that error code points at environment capacity rather than at your own licence, which is why upgrading your personal plan will not clear it.

    What the error means

    Copilot Credits are tenant level capacity that an administrator allocates to specific environments. A premium or per user licence does not place credits into an environment. Microsoft Learn documents that enforcement is triggered when a tenant reaches 125% of its prepaid capacity, at which point custom agents are disabled and all subsequent attempts to invoke the agent are rejected until capacity is increased or reset. An in progress conversation is not interrupted, which is why the block can appear to arrive mid session.

    The three documented ways out

    • Reallocate existing capacity from the tenant or from another environment.
    • Purchase more capacity and make it available to this environment.
    • Set up a consumptive or pay-as-you-go meter to absorb the overage.

    Where an admin actually does it

    1. Sign in to the Power Platform admin center.
    2. On the navigation pane select Licensing.
    3. Under Products select Copilot Studio, then the Summary tab.
    4. Select Manage capacity on the Prepaid capacity card, or Manage Copilot credits.
    5. In the allocation panel pick your environment and enter the number of credits to allocate.

    Three more things worth checking

    • Credit consumption reporting per environment and per agent is available in the admin center, so you can see where the capacity went.
    • An email notification goes to the tenant's designated administrator when enforcement fires, and the same notice is posted in the admin center - ask your admin to look for it.
    • Admins can set monthly consumption limits per agent, independently of prepaid or pay-as-you-go. A per agent cap may be stopping you even if the tenant still has credits.

    The key point is that this needs a Power Platform administrator - it cannot be resolved from the maker portal by the agent owner.
