Is there an action that will trigger when a user moves an email to a folder?

I have a user who wants a message to be forwarded whenever it is moved to a specific folder.  Say a message is delivered to the Inbox.  The user moves that email from the Inbox to a new folder named Orders.  When that message gets put into the Orders folder, they would like for it to be automatically forwarded to an outside email address.  I can make this work with Power Automate if a message is directed to the folder when it is delivered to the mailbox through the use of a rule, but not if the message is manually moved.  
 
Does anyone know any way to do this automatically?

    Here are some alternative solutions
     

    Alternative Solution 1

    There are clearly criteria being used by your colleague to classify whether an incoming email should be moved to the 'Orders' folder. You would be better off getting details of that requirement and using the trigger 'When a new email arrives (V3)'. Classify the inbound email based on subjectline or similar and then redirect the email elsewhere.
     

    Alternative Solution 2

    While Outlook can't track when an email is moved to another folder, it can listen out for when an email is received at a certian address. Why don't you set up a dedicated shared mailbox and ask your colleague to forward emails to that mailbox instead of the 'Orders' folder.
    Then, use this trigger to forward the email onto the external address:
